Sparking! NEO (known as Budokai Tenkaichi 2 outside of Japan) featured an even larger cast of characters than seen in the previous game. Taking an approach more like that seen in the Super Butôden games and Final Bout, each different form (or transformation) of a character is considered its "own" selectable character. At the same time, and unlike the previous game, you are able to transform up to certain stages of a character during the middle of a match.

There are 72 "base" versions of characters to choose from. From these 72 characters, a grand total of 129 versions of characters can be chosen in battle. There are alternate outfits in the game, and while there are a few genuinely interesting ones (for example, Jackie Chun), for the most part they are simple color adaptations. To select an alternate form of a character, use the UP and DOWN arrows to choose the desired form on the character select screen while highlighting a character. To choose an alternate outfit, select the number (ranging from 1 to 6, typically only 1 & 2) after choosing your character's form.

These screens all come from a 100%-completed-story-mode version of the Japanese release of the game. As the game received a near-simultaneous release worldwide, there are no extra characters anticipated to surface.
